⑼ Tensions between the French and English continued to grow in the early 1800’s eventually leading to the Rebellions of 1837 in both Upper and Lower Canada.In his report to the British government (Durham’s Report,1839) on the cause of the rebellion,Lord Durham stated that he “expected to find a conflict between a government and a people… [but instead]…I found two nations warring in the bosom of a single state.” He disparaging comments about the French and advice to assimilate them into the English culture outraged Francophone and remains to this day part of the legacy of distrust and hostility between the two culture groups.

⑽ In 1848-49,responsible government,which was recommended in Durham’s report,was instituted in the colonies of British North America.Under this system,the ‘advisors’ (later to become the Prime and Cabinet) to the governor must be drawn from the elected legislative assembly and retain the confidence of the assembly.In addition,all financial bills (to raise or spend money) had to be approved by the elected legislative assembly.Responsible government brought democracy to Canada by making the government accountable to the elected representative of the people.This system of government became the model applied by Britain in all its colonies.
