近年来,税收手段在政府宏观调控房地产市场的措施中一直发挥着积极的作用.政府通过利用税收优惠,高税率等多种途径对房地产市场产生影响,并对不法房地产商的投机行为予以打击,对低收入购房者予以优惠或补贴,从而平衡房地产市场的供求矛盾.
然而,现行产税制不合理是形成商品房价格过高的重要原因之一,房地产税制改革对降低过高的房价有一定作用,但能否成为现实,还取决于土地供给制度、房地产需求状况、建材价格、金融政策、各种税费等因素的影响.运用房地产课税抑制房价需准确定位其作用,并对其可能产生的负作用进行科学的估计.本文以庆市为例,借鉴国外利用税收手段调控房地产市场的经验,希望能够为政府完善我国房地产市场的决策提供一些参考.

Abstract:In recent years,taxation has made positive effort on marco-cotrol system in real estate market.The government exerts influence on real estate market by many ways such as special offer tax rate or high tax rate and fights against illegal real estate businessmen's speculation.At the same time,the government keeps the balance between demand and supply by giving special offer to the group with low income.
  However,the inappropriate current taxation is one of the important reasons which causes high housing prices.Real estate tax reform plays a part in reducing housing price;Yet if the reform becomes true depends on land supply system,housing demand situation,the prices of building materials,financial policy and a large number of taxes and charges.Holding back housing price by collecting real estate taxes needed to be careful and we should evaluate the negative effect scientifically.This thesis ,taking Chongqing as an example and drawing lessons from foreign experience about coordinating real estate market by taxation,affords some references for our government to improve their decisions about real estate market.
