电子政务的概念起源于美国，由英文E-government 翻译而来，现已为世界各国所采用。它是指政府部门运用先进的信息技术来实现政府管理的信息化和自动化，以实现政务工作的高效、公开和准确。通俗地说，就是利用信息技术，特别是网络技术进行行政管理。作为一种面向政府机关内部、其他政府机构、企业和社会公众的基于互联网技术的信息处理系统，它主要通过机关内部处理流程模拟、协作、信息发布以及受理各类申请、投诉、建议、要求来实现，既有信息的发布与接收，也有交互式的处理。在我国，电子政务的概念逐步深入人心。从20世纪80年代就开始的电子政务建设到今天已经取得了初步的成效，许多地方政府部门基本上都建立了相应的配套设施。在有了这些基础之后，我国的电子政务建设开始进入一个非常关键的时期，即从基础建设到全面应用的深刻变革时期。特别是党的十六大将加强电子政务作为一项基本国策写入新的五年规划，电子政务在推进政府管理创新方面将起到革命性的作用。如何更深刻地理解和认识电子政务的目的、作用，如何更科学合理地开展和发展这项工作，正成为政府领导人、电子政务建设管理者、IT业界人士乃至社会公众日益关心的问题，它迫切要求我们从理论和实践上积极探索、总结经验。
